Why it existed
Business development ran on PDFs. Every office needed film — sector showcases, expert interviews, anniversary pieces — and none of them had a producer, a budget line, or a format to work from.
The obvious answer is an agency per market. That fails on cost and it fails on coherence: twenty agencies produce twenty house styles, and the group stops looking like one firm.
